I'd have to make sure battery has full charge and battery connections are good. Some of the national brand autostores will make house calls, not sure how deep into testing they go? If a digital voltmeter is used across battery posts, the generic spec for a full charge is around 12.6 volts. Then, start the vehicle, take second reading across the battery posts, the second reading should be higher than the first, if the charging system is working. Some of the national brand autostores will test battery and alternator/charging system. If you don't have access to the vehicle, it's hard to do any testing.
