i had just bought this car and granted i knew there were some problems but i was looking under the hood and what i think is coolant (green fluid) i could be wrong but it is leaking out and steaming what is this and how do i fix it? should i be worried

Not a good sign, but check compression to rule out head gasket, then a cooling system pressure test to isolate leak (unless head gasket is bad, then DO NOT do a cooling system test).
