I think that my harmonic balancer is out, it is down by the passenger tire, right beside belt. How do I know if it is the balancer- and how do I fix it?

The rubber isolator material sandwitched between the balancer gets old with time and breaks apart.

You have to remove the balancer with a puller, remove RR wheel and liner to get access to it.
