I am buying this car in as is condition to restore. The previous owner states that he was driving the car home from work and it left him stranded on the side of the road. He also states that he had it checked out and was told it was electrical. Wire that goes to the starter is partially melted. Car also has an alarm system on it that owner believes may have caused the electrical short. Any suggestions?

it may be a fusible link that has gone bad. They are usually connected to a larger wire down by the starter. Auot parts stores carry these. Bu tyou will need to see how much the auto alarm is using or it may melt again. Of course it could be grounding out on something as well.
