HOW CAN I TURN OFF HEAD LIGHTS. FUSES WAS TAKEN OUT. PUT BACK IN NOW HEAD LIGHTS STAY ON UNLESS I DISCONNECT BATTERY

Disconnect the headlamp switch and see if they turn off, if they do replace the switch. If they don't, disconnect the lamp control module C! connector. If they go out then, replace the lamp control module.
