Turn Signals and Hazards work, but the intervals have really slowed down. I was wondering if this is a fuse or Flasher-Relay problem?

your vehicle uses separate relays for the hazard and turn signal flashers. if both are doing the same then it is most likely not the relays. may want to have your charging system tested out .
