2000 Plymouth Voyager Recirculation door won't open/close

The recirc door for letting fresh air in or not won't cycle with the button on the panel and only recirculates air with no fresh air available. In the winter it causes massive fogging of the windows that is very unsafe and I have to drive with the windows down to clear. I read in a repair manual that turning the car off then back on while holding the button in should reset it to the factory settings. I did it and it worked for a short spell. Then it got stuck in the recirc position and same problem. That trick never worked again.

Finally bought the control panel from a salvage yard and installed and the door cycled fine, but only for a few months. Now it is stuck in the recirc mode and winter is coming and I need a permanent fix.

What could cause this thing to keep getting stuck in recirc mode and not let fresh air in no matter what I do?

Use a vacuum testyer(hand held pump) see if the actuator holds vacuum.

I don't have one handy to test with and not sure where to test at, but it did work for several months both after I reset it by holding the button and by re[placing the controller. I have to assume that it does work, but not certain.

Well you will need this to check the controller as well, you did say you got it from the junkyard?
Autozone may rent these but they are fairly cheap anyway. Unplug the vac line at the servo/actuator at the recirc door, apply vac and see if it holds or leaks down.
