1999 Plymouth Voyager transmission wont shift

the trans wont shift. stays in 2nd gear. ther is no slipping and i changed gasket ,filter,and fluid. trans fluid is not burnt. what do i do?

Most and very common is tranny solenoid you must have a check engine light on cycle the key on off on off on get the codes let me know what you have
