1999 Plymouth Voyager check engine light not coming on when

1999 Plymouth Voyager 4 cyl Automatic 230, 00 miles

i failed emissions testing because my check engine light does not flicker on when you start the car. Wondering if it is the bulb that needs to be replaced and if so, how do I do that and how much does it cost? They said their tests do not say that the light should be on but the fact that it doesnt flicker on made me fail.

With key on engine off you should have check engine light on if not, suspect bulb out or was removed
have to remove cluster and check and replace
seen most cases the light was removed because its on all the time do to codes stored

Using a scan tool should be able to command light on and off
also hold down the trip rest and cycle key on of 3 times ending with key on let of the trip rest
cluster should run self test check look if check engine light up
