1996 Plymouth Voyager Steering Gear

Steering problem
1996 Plymouth Voyager Front Wheel Drive Automatic 215000 miles

The power steering pump has been replaced 3 x. I was told it "could be" the steering gear. How hard is this to replace and how do I know that's what it is? Is there something else I should try first?

Hi:
First, the vehicle has rack and pinion. It's a tough job to replace and can get costly. I don't understand why it would cause the PS pump to go bad other than it leaks the fluid out causing damage to the pump or it's sticking causing the pump to work extra hard. When it was working, was there any trouble steering the vehicle? (No return after turning, feeling like it was hard to turn.)?
