tail lights won't work checked fuses still won't work ,and wipers stop sometimes?

Did you check for voltage and ground at the talilite socket? Turn on the parklites, check the wires going to the taillite socket. I believe the black wire with yellow tracer is voltage and the black wire is ground.

As far as checking fuses, you also have to check that the fuse circuit is hot. No voltage at the fuse and the circuit is dead.
