1994 Plymouth Voyager Starting

My vehicle won't turn over. It cranks just fine.I have a new battery and it is newly tuned. It is also 25 degrees outside if this makes a difference. Any suggestions? Thank you

You need to check what is missing fuel or spark
you can also try hold gas pedal down while trying to start
also check relay s
ASD fuel pump relays
try to listen at the fuel tank for fuel pump when 1st turn key on
let me know when you check it
or what hap.
