Car looses power at hill. Wont go no faster then 25 to 30 miles an hour when climbing hill, do I need plugs?

Plugs and wires should be done anyway, and also that could be the culprit too so make sure you do those regaurdless, and just for some good measure too, change air filter if dirty and pcv valve
