I do not get response when I turn key on. The lights work but no starter or dash gauges. I cannot find any blown fuses. What can this problem be?

If you don't have any lights when you turn the key then its a battery or connection problem. Check all of your connections and make sure there isn't any corrosion on them and get back to me. Also try to jump it to see if it starts. If it does then its what I said. If it doesn't its either the connection to the starter or the starter itself
