1988 Plymouth Reliant Timing

Hello. My 1988 Plymouth Reliant has been sitting for over a year but now I'm trying to get it back on the road so I have transportation. I have put new spark plugs and wires on it, I've changed the oil in it, I've put a new timing belt on it and I've set the timing on it. The car doesn't want to start but I did get it to fire over once, but when it did it jumped time. It keeps jumping time. Could you tell me what is causing it to jump time? Thank you.

Redo valve timing: Put engine no.1 piston on its compression stroke/TDC and line the cam and crank to its markings as indicated in the repair manual, make sure the rotor is pointing to the no.1 cap tower. We you get it to start set the ignition timing

Sounds like you're not using the timing belt tensioning tool on the tensioner pulley.
