The lights come on and windshield wipers my starter is clicking but whenthe gear shift goes up and down without key turned so I figure it is the safety switch to the gear shift what is the best wayto get at this switch

This is more likely to be the starter motor stuck. Tap it a couple of times with a hammer. Check the wiring to starter. Try to start the car again. If this works you will need to replace the starter soon?
