2001 Plymouth Neon power steering

My Neon had the power steering /air condition belt break, we replaced the belt and the air and steering worked for just a moment and then the belt came off and did not break, it will not stay on and when I took it for repair and have called about having it fixed I am getting several scenerios. What could cause this to do this, what is the problem.I am being told it is the pulley that is a fairly inexpensive part and then I am being told it is the tensioner assembly, which is costly, a lot of work, and apparently needs done in a dealership. Currently the car is with no power steering or air conditioning, what could be causing these problems, could it be an easy fix, Any suggestions.

Yes could be just a damaged pulley. Does the pulleys look ok no chips bends?

Most likely cause is the belt tensioner. Not something that has to be done at a dealer. But a lot of shops don't like to do this job. Call a different shop

Yes, thank you, I agree, I looked around and found my regular mechanic that says he can do it, felt it would be a 3 hour job approximately and felt it was the tensioner, says that it has a plastic piece in there that breaks and that he could have it fixed much cheaper than a dealer. Thanks for answering and getting back with me, this helps alot.
