How do I find out why its not working

That's what mechanics do.

Does the horn work? Is the "Air Bag" light on? Do you have a green "Cruise" light on the dash? If so, does it turn on when you press the button on the steering wheel? These are all clues to the problem. If the "Cruise" light does turn on, suspect a defective section of the brake light switch or the switch is out-of-adjustment. If it doesn't turn on, (or your car doesn't have a green dash light), suspect a defective clock spring under the steering wheel. If that's the case, the horn and air bag systems will eventually be affected too because they all have circuits running through the clock spring.
