1999 Plymouth Breeze Power Steering

Ok,
So a couple weeks ago my power steering went out. Now as fun as it is to drive like this. I need it fixed. I replaced the power steering belt and power steering pump. Neither helped. I was told that rack and pinion is next. I need to know is there a way of telling that is what is wrong? And how hard is a rack and pinion to put in yourself?

Hi there,
Thank you for the donation,

As you have already replaced the pump, the rack is all that is left apart from the pressure and return hoses. Do you have a leak in the system? Is the pump making a loud noise when the steering is on full lock? I will check the procedure on doing the rack and re post soon.
