will not accept input code, red light flashing continuously. Can I bypass using this device?

Remove battery leads for 1 hour. Replace battery leads and input code again

I have peugeot 406,1996. When I put in the code the red light keeps on flashing. And when I try to lock the doors with remote they lock and reopen immediately. Could this cause the code not to work?Any help? Thanks.
