I replaced the battery, starter and bought a programmed PCM and had alternator checked, it's good, new fuel pump too. My problem is the car was already in lock out mode, the airbag light is on, and theft light and mil are all on but not flashing, only for bulb check. My battery kept draining before I replaced the PCM, so I lost power to the PCM, I have the code to relearn, but I can't get it to a shop. I also found this plug in loose under the left side of the dash and some wires pinned under the starter that I don't know where they go.

The connector is used when the car is manufactured so don't worry about it. With the new PCM installed let's run the codes to see what comes up, this will give us a direction to go in. You can get a CAN scanner (Controller Area Network) which will work on most cars from Amazon.

here is a video to show you how:

Here is one for about $99.00 if you need it:

Please go over these guides and get back to us.

These codes came up with the old PCM, I have had three PCMs in the car, one fried and the one I just took out was not programmed to my car, the car cranks but dies seconds later but I got the codes, P1684, P0113, B210D, B1C2F, U0184, B2206, B1BA8, B1648, B2338, and B2124. These were all stored with the New programmed PCM, it cranked but no start, same thing but these codes came up P0113, U1120, B223D, B2206 and B1BA8. I know all the codes and I have replaced IAT sensor and plug and I had a locksmith come out and made a key but couldn't program it because there was no power to the PCM, please help.

It sounds like the PCM is not programmed correctly, here is how to swap it out and I have included the PCM wiring diagrams so you can see how the system works and where to test the grounds and power inputs.

I have narrowed it down to the auto shut down relay, fuses 23&26, there's nothing wrong with the 15amp fuses just not getting nothing from the wires, I know they are the engine asd feed, the ylw/gry wire to the relay was cut and probably shorted out, so how do I fix this problem, please help me.

It sounds like the TIPM is not working, which is common, you should do a CAN scan to confirm the issue. Here is how to change out the TIPM which is easy because it-self initializes. Check out the images (below). Please let us know what happens.

I have replaced both starter and ASD relays and I'm still getting no power to PCM, fuse box or ASD relay but my battery will drain overnight if I leave it hooked up, I have also rewired every sensor on the car up top, is there supposed to be a ground wire on the fuse box or the battery tray?

Can you clear the codes and then turn the key on without trying to start the engine and then run the codes to see which one comes up, this will tell us the hard codes and give us a better idea of what's going on. Here is the power and grounds for the TIPM, you might have a defective unit btw.
