Passenger side door will not unlock or open

I took back side of the inner panel so I can see.
I do believe it's the lock actuator, but how do I get the door open?

You may have two issues. One are the child locks on? If so then you are going to have to operate the outside door handle to get this to open. Either way, you need to operate the handle to see if the latch is moving. If the latch is moving then the door is just stuck and you need to put your shoulder into the door with the handle pulled.

As for the lock not working then you are probably correct that the actuator is the issue.

So I attached the info from the manual below on how to access the latch and test the actuator. Let's see if the handles (inside and outside) are moving the latch.

Nothing is moving it's like it's locked and I think the lock cable is off the actuator on the inside.

If nothing is moving then the cable is seized or off the handle or actuator as you said. So can you see both ends of the cable? Can you get a video of what this is doing?
