New module in place. New headlight new bulbs. Turn signal will not work. No kinks in wiring. My husband auto mechanic. When my husband takes wires apart in front and uses tool to check wiring it flashes fine. Why wont they work when hooked up

Most often the issue is the turn signal switch in the steering column, did the signals work before the "module" was replaced? And what "module " was it?
