Vehicle was and apparently perpetrators lost the key or someone tried stealing it from them because the lock cylinder was drilled into and the ignition housing was broken. So I bought a steering column from the salvage yard and had a key cut by locksmith who said that he wasn't supposed to even touch the van because of the column replacement so it wasn't programmed. I've tried the relearn procedure multiple times and no luck my security light doesn't flash or go out after 10 minute cycles. I'm at a loss any suggestions?

You will need to use a scan tool with GM factory access to reprogram the system to accept the replacement column and replacement keys, you will need 2 good keys at a minimum. Relearn will not work with a column replacement, it has to be programmed in first. As for the column replacement being an issue, it is unless you can prove ownership of the vehicle. That is because of the security involved and column replacement being a common thing in a stolen vehicle.
