Parking and Fog lights stay on?

After the car is turned off and locked the parking lights and fog lamps stay on until the battery drains. I know they are supposed to stay on for a couple of minutes and turn off automatically. But they stay on “forever now. Yes, the headlight switch is in the "off" position. And pushed “in" (i.E. Fog lamps OFF).
I did see you gave advice to check the PSE for wetness (Oct 2007). If it is so, then how to fix it? Replace the PSE? Please advice in more detail. Your advice is greatly appreciated.
