P1247 code Runs fine until pushed uphill?

Runs fine until pushed uphill. Loses power after downshifting several times. Foot to the floor and little response. Engine rattles when shut down.

Forgot to mention new air filter and cleaned mass air flow sensor.

Yep, it sounds like the turbo is shot, this is what is making noise when the engine is shut off.

DTC P1247: Turbocharger Boost Pressure Low

Here is the part that needs to be replaced, if you need help let me know. Check out the images (below). Please upload pictures or videos in your response.

Yep, this is a common failure with these vehicles. If you can upload images of the turbo turbine that would be great.
