Code P0446

I found the ground switching wire at the plug right by the vent solenoid was broken, I made a solder repair, tested the plug and now have battery voltage when the key is on. Cleared the code, but still immediately get the code returned as soon as the truck is started. I have a Solus Ultra, when I go in to output controls on the Solus to toggle the canister vent solenoid on and off, it never loses battery voltage until the key is off. I know that the ground is the switching wire, but something is keeping it from switching off with the scanner and when the PCM is doing the initial checks upon startup. Not too sure what to do next.
