Code P0420

2006 TOYOTA COROLLA

Hello everyone, i scanned my car and the error code is p0420. the catalytic converter has been changed. the the manifold was cut open and catalytic converter was after the change the code came back after three.
need help on this.

Did you do the work yourself? Because those cant be cut open, they need to be replaced. The only other thing I could think of would be the secondary o2 sensor. Here is a guide on how to fix it.
