You will need to remove the inner door panel and check/clean or replace the locking mechanism !

The problem is the door is locked so how do you take off the panel, if the door will not open?

There must be a way to open the door if the lock will not work either way. How to do this.

There is no way of opening the door without removing the inner panel !! it is possible to remove the panel with the door close (not easy, but possible) you will have to get the door panel off i'm afraid !!
