How to change fog lights/driving lights

Hi! I hope you can help me, my fog lights or driving lights or whatever they are called don't come on anymore. I assume the bulbs need replacing but I do not know how to get to them and the Haynes manual does not help. The car is a 1997 oldsmobile LSS it has 148,000 plus miles on it. If you could help with this information I would be very appreciative. I realize you may have more important questions to answer but if you could take the time it would be great. These lights are located low in the front bumper below and slightly inset from the headlights.
