Inside the vehicle, can you see the end of the cable, maybe you can use a pair of tweezers to grab it, if comes out far enough, grab with pair of vicegrips. Another thought is to use a small tubing cutter, cut the cable housing only, remove part of cable housing, see if you can find the cable. After you get the hood up, you can figure something else about the release. Lube the catch under the hood. I have seen universal hood release mechanism in autostore, I think it was around 20 bucks.
