Electrical problem
1992 Oldsmobile Cutlass 6 cyl Front Wheel Drive Automatic

I checked bulbs and they work. They stay on when switched up or down-they do not blink. The hazard switch will allow them the blink properly.

Suspect faulty turn signal flasher. Located in front seating area, driver side, under dash, mounted on passenger side of steering column.

Do I have to take the steering wheel and column apart? Or is it truly under the dash?

No. The turn signal flasher is installed in a clamp attached to the base of the steering column support. Should be able to reach it from below.
