1990 Oldsmobile Cutlass please help!

My oldsmobile was driving fine this morning. I parked it and returned a few hours later. It wouldnt start. It sounds like my battery is dying at a very slow cranking but when checked with a voltage meter it was fine. At a glance it looks like my belt is jammed and trying to crank but cant/wont. When trying to start the vehicle, it gives off the smell of burnt rubber/plastic in that area but doesnt look as if the belt is snapped or melted off. What could be wrong?

Is the belt jamed in the pullies? Also, if it isn't, I need you to remove the battery, take it to a parts store, and have them load test it. If it is good, the belt is good, remove the starter and have it bench tested at a parts store. Most will do it for free.

Could be a burned up alternator or (Generator) from a belt being too loose or tight. Maybe check the generator out. If it looks burnt that maybe your problem.
