1989 Oldsmobile Cutlass overheating

Changed thermostat and water pump heat gauge continues to fluxuate any time driving down the road or idleling goes to hot then jumps back down to cool HELP

I think that what you have is an air pocket trapped in the engine. This will have to be bleed or purged out of the cooling system. If I remember correctly on this type of engine there is a small bleeder port on or around the thermostat housing. (7mm) head on it. Fill radiator when cold and have this port open. Start car let it warm up. Crack this from time to time to help the air bleed out. Keep us informed.
