1988 Oldsmobile Cutlass V8 Two Wheel Drive Automatic

So I've replaced both my a/c and power steering belts, and adjusted them both, but to no avail, still very loud high pitched squealing at idle and part throttle.
No other belts on the car.
Nothing is out of alignment either.
Tried using belt dressing, but nothing.
The pulleys don't have any gunk or buildup on them either. And the car doesn't have any idler pullies or anything either.

Try a little test for me. With the engine running, open the hood and pour a small amount of water on one belt at a time. Let me know what happens.

I would say to spray the belt treatment on the tracks of the belt which it follows the pulley and then start it up, let it run for a bit and repeat for maybe 2 or 3 times. Are the puley serfaces very polished?
