I REPLACED MY SERPENTINE BELT BUT CANNOT SET THE TENSION. IT SEEMS THAT THE SPRING DOES NOT SPRNG BACK. WHAT AM I DOING WRONG?

The tensionier is automatic. If it doesn't spring back, it needs replaced.
