1993 Oldsmobile Ciera starting and going from stop

Engine Performance problem
1993 Oldsmobile Ciera 6 cyl Front Wheel Drive Automatic 145K miles

Had fuel tank and harness changed in winter. Wouldn't go. Changed Mass Air sensor. Replaced pump. Pump was bad, had replaced. Had been starting harder, got worse. Computer RO showed likely issues with computer. Changed computer. Computer was bad. Changed it. Still started hard, especially after sat for 3 or more hours. Changed throttle sensor. Replaced needed intake gaskets. Still starts hard cold. Very hesitant from stop until picks up fuel. Then goes. Changed plugs. Upper 20s MPG on road. Uses no oil.

Check the ECT(engine coolant temp) sensor. Operates as a choke, How does it run when warmed up? Any smoke from the exhaust? Is service engine light on?

Runs better when warm but still not as good as it used to. Don't notice any smoke but will watch. Dash engine light is intermittent. Comes on after running few minutes, goes off in few minutes, may come on again. Have noticed that when removing foot from gas, car takes a long time to slow down, not much deceleration, even for automatic.

Cross these two terminals as shown, then turn the key on. Count the flashes, a 22 will flash as 2 flashes then a short pause, then 2 flashes, if more than one code is stored, the pause will be longer. The codes will display three times and end with 12. Write them down and post here. This connector is right under the middle of the dash...Cross "A" and "B" use a paper clip, or short piece of wire.

A little background: 93 Ciera 3.3l, 123k mi, new air & fuel filters, plugs and wires are good

just had emission insp (dyno) 2371 rpm, .09% CO, 158 HC ppm, 3580 NO ppm

check engine light comes after several hwy miles 55+ mph, goes off a soon as you slow down (noticeable performance drop when light is on)

only code is 44 lean exhaust

car runs ok except hesitation when accelerating (worse during warmup but never goes away) and loss of power on hwy.

O2 sensors ever been changed? At 123,000 they are due! I have seen problems of hesitation and low power after warm up, and O2's can cause it.

Would the O2 sensors effect cold engine performance? The issue is worse before warmup.

Maf and ECT and IAT. During cold operation, the O2 sensors arent used.

Update.
Ran scan - 02 sensor and lean exh codes
Changed o2 sensor.
Still hesitates cold, a little better when warmed up.
Checked fuel pressure - 25 psi @ idle, 30 psi when under load. Should be 41-47 psi.
Fuel filter already changed.
Do you think it's regulator or pump?
Can the regulator be adjusted?

Pump is probably the cause of low pressure, remove the vacuum hose from the regulator, any fuel in there? If so, replace regulator. Does pressure go up by 10 psi with vac disconnected? ECT and IAT should have the same temp readings before first start of the day.
