2001 Oldsmobile Alero RPM Surge

When driving my olds at a constant speed the rpm will surge for example at 65 mph the rpm is around 2 grand and after a while it will surge anywhere from 2300 to 3000 usually about 2500. This will shut off the cruise control also. Making me think it was the cruise but when driving it without the cruise the car still does this. I am no mechanic by no means but the speed doesn't change and the car doesnt really surge so I am guessing it to be an electircal problem. If you have any suggestions they would be greatly appreciated. Thank you.

Need to check the voltage at throttle postioning sensor and check air byepass contaimination and voltage
