1999 Oldsmobile Alero Fuel issues

My car runs fine accept when the car is standing still. At a stop sign/light the car sounds like its struggling to stay on and once when I pulled from a stop light the speedometer went crazy when I press the gas and the car jerked. But it immediately went back to normal and hasn't done it since. I fear its my fuel pump because I can hear it shut off when I shut my car off. But I was told I needed to get my fuel regulator fixed anyway. I was just wondering what the problem REALLY is. PLEASE HELP! P.S and I feel like my fuel efficiency has decreased as well

The fact the speedo went crazy indicates something different to me. However, you could still be right. What I need you to do is check fuel pump pressure and the regulator. Here is a how to for checking both. Let me know what you find.
