I believe the belt tensioner is an auto tensionier. If that is the case, it most likely needs replaced.

It works like a ball point pen. You have to pry the denter pin in slightly before it will release. Do this while it's in the car with a flat screw driver. Prying lightly against the tensioner shoe.
