Engine will barely crank over?

Engine will barely crank over not enough to spark and fire up. Haven't had any jumper cables on it while trying, have been using batteries with a battery charger/ maintainer and bridging the starter by myself.

It sounds like the main battery is shorted out or the starter needs to be replaced, can you confirm that you can rotate the engine over by hand?
