Good afternoon,

I attached a diagram of the diagnostic port for you. Pin 16 is the power for the connector. Check the voltage there. It should have voltage all the time. Pin 4 is the ground.

I attached a diagram of the port for you to view. Check pin 16 for power.

Forget checking for ohms. You do not use that as a check.

6 and 14 are the serial data line that should have 60 ohms but if the scanner has no power then it is a moot point.

Did you check pin 4 for ground? If you did, then it may be your scan tool not working. You should have the scanner to light up with 4 and 16 workings.

AutoZone sells parts. They are not technicians.

Just check and see if they can connect and their scan tool powers up.

I went and had OBD port checked with 2 different scanners still no power. The cigarette lighter fuse feeds the OBD so when I checked the main cigarette lighter had power 2 aux lighter had no power the fuses are under the dash. L will get around 2 pulling them later. Do you think possible short or can they just blow over time?

There is either a wiring harness issue or a short. Make sure the lighter is not shorted internally. Disconnect it and check for power to the fuse.

Put the fuse in it. I would disconnect the wire behind the power port and see if it holds.
