OBD 11 not communicating with car

OBD11 Connector has power but cannot communicate with car.

Hi,

This could be a few different things. First, have you checked for ground via pins 4 and 5? Is pin 16 providing battery voltage?

First, pic 1 is the pinout for the DLC. I highlighted pins 4 and 5. Confirm continuity to ground at those pins. Also, confirm 12v at pin 16.

If that checks good, the remaining pics are the diagnostics for no low-speed communications. Take a look through them and let me know if you are comfortable performing them.
