Noise from wheel side of my car

Hi, I notice a strange sound coming from front from my car mainly from tire wheel side. It happens randomly.I mean some times appear and then come, may be well apparent when I drive for awhile. It is a-rotational scratch rubbing noise when I turn left or right. I can hear it from my driver cabin mainly during night. When there is less noise around. I thought it is CV joint, but CV joint noise is not rotational.
It is really irritating noise. I first noticed on left side turning but today I noticed also during turning right.
Notice : 1). The movement of steering wheel when the car is parked not causing any noise.
2) The noise come when the car is moving during turning mainly at low speed.

Have you checked the brakes? Also, does the sound change pitch when you turn or when braking?

Let me know. I wasn't really able to hear anything on the video.

It is not related to brake. Please look again to video. It is like scratch rub rotational noise.

I listened again. Is it more of a slight rumbling noise? I can't tell if it is the car or the recorder moving. If it is a rumbling, have you checked wheel bearings? Does it change with speed and or turning different directions?
