Not cranking over

When the ignition position is on the cooling fans are on full blast and when I disconnect the fan relay The TPS sensor starts to buzz. I've already tried jumping the starter relay to make sure it's okay I tried replacing the battery I tried replacing the throttle body and I tried replacing the PCM and nothing has worked yet. Any help is appreciated.

Hello,

First check the ground cables from the battery to the frame and then to the engine, they must be in good condition and tight. If that okay lets check the ignition switch connections. here is a guide to help you with the ignition switch wiring diagrams so you can see how it works:
