My interior lights went out so I changed the fuse and now my heater, radio, dash lights, and everything will not work.

Most of the items in that fuse box are fed from the ignition switch and not hot unless the key is on run or start. The ignition switch is fed from two wires which are fed from a "run" fuse which also is in that same I/P fuse box and a "IGN" fuse in the under-hood fuse box and a "run/crank" fuse also in that under-hood fuse box. There are also two relays in that I/P fuse box, that feed them fuses, a "IGN 3" relay which feeds most and a "ACCY" relay.
