No instrument cluster and no start no crank?

This started out as a simple timing cover change that was completed without a hitch. It was sitting up a few years prior to the replacement. I turn the key on everything gets power except instrument cluster and no start. I plugged in my forscan and it can not link to the truck. I have tried all the fuses and relays but not a single one bad

Yep, this sounds like a classic main engine computer ground not connected. I would recheck your work and looks for a main ground for the harness being off, this can also be as simple as the wiring harness support that must be connected because the ground is inside of it. This is a very common problem.
