No high end acceleration, code P0123

My truck started running rough after a big rain, I had it scanned for check engine light the code that popped up was p0123 which was throttle position sensor high voltage. I changed the TPS and IAC, also changed my air filter and and cleaned the throttle body. Still I can't go over 50 MPH unless down hill. I have no take off or passing acceleration. What could be the issue?
