Removed blend door actuator and tested. works in both directions. What I find odd is when i plug in the actuator and turn on key the actuator will respond in both directions. (actuator not installed just plugged in for observation) but when I turn off ignition actuator will continue to run and will not change direction when i change the heat control. If I unplug the actuator, it will remain off until I turn the ignition back on and will respond to the cold and hot knob by reversing and going forward depending on where the heat control knob is turned. But when I turn off the ignition the actuator will remain running in one direction and will not respond to the heat control knob, only stopping when I unplug the harness.

The actuator sounds like it is working correctly. Can I ask if you remove the knob and work the blend door pivot by hand do you get heat? If not, the actuator is not the problem.

Here is a video and guide to help you fix the problem:

Please upload pictures or videos in your response of any problems so we can see what to help you with.

Turns out the BCM was giving intermittent signals to the climate control module thus providing current to the actuator even with the ignition switch in the off position and key removed. This caused the blend door to jam in the cold position due to current produced in the cold position all the time. Problem has been resolved and thank you for your quick response.
Best Regards

That's a good one, did you replace the BCM to fix it?
