Charge battery carefully and slowly overnight and have it load tested at auto parts store, usually a free service. A frozen battery is a sign of one that was undercharged or in a very weak condition, more than likely needs to be replaced. Jump starting a frozen battery could have been fatal!

Also, there is a buzzing sound from the dashboard when it is in on position. Everything shuts off when it is turned to start.

Have you tested the battery, not its charged? Sure sounds like a battery problem or dirty terminal ends on battery.

It has not ever given me a problem for starting. I will get the battery tested. I am sure there is a security problem. Why I cannot get a turnover cause I tried my battery on it as well. It is my wife's van.
